I would use paint remover to get it down to bare metal, prime & paint the base color, and use a very short napped roller with a minimum of paint on it for the contrasting colors on the raised portions. More than likely not the best way, but probably similiar to what they do when they are made.
I would try to find some "reflective" paint to restore that license plate if you wish to make it DOT legal. I have several Alabama license plates from '69 and they are all unrestored and have reflective paint.
