Mike,
The wipers get power all the time (with key on) on the yellow wire.

The switch activates the motor by grounding the black or blue wire (for high or low speed)

You can test the motor by grounding the pins with a jumper wire

If I was to guess, the switch wasn't grounded. To me the wipers work backwards from most things as the power is on all the time and you switch the ground to make them run or stop.

They do work backwards, that's why it was such a hassle when I adapted an S10 motor!!!

Oh, Btell, you're wiper problem is the ground on the wiper motor, probably due to lots of fresh clean new paint.
The wiper's STOP circuit uses a bround strap. It's riveted to the base of the motor, and ruins over to one of the mounting screws. If that's not it, then it is the stop switch inside the motor.

So Jim, I need to clean the paint off the firewall where the motors ground mount touches it? This is the original motor. I have a replacement, but then found my original and decided to use it since it still worked.

you shouldn't need to scrape any paint, the screw threads will provide the ground path.

Here's a pic. There is a metal strap riveted to the base. The strap goes up to the top left screw. Make sure the strap is clean and shiny where the screw goes through. Make sure it's not broken off or bent backwards.
